Usaha mempromosi WBD datang dari proposal yang dikemuka oleh negara Turkmenistan. Sambutan WBD pertama telah diadakan di Ashgabat, ibukota Turkmenistan. Pada satu masa lalu ada perkhidmatan keretapi membawa jemaah haji dibangun oleh pemerintah Ottoman. Keretapi yang dikenal nama Hejaz Railway diguna pakai bermula tahun 1906 (atau 1908?) dan berakhir pada sekitar 1920an. Hejaz Railway menghubug kota Damsyik (Damascus) dengan Madina. Malangnya sistem keretapi Hejaz Railway telah dimusnah ketika berlaku WWI. Pada ketika itu juga berlaku Arab Revolt yang bertujuan menjatuhkan pemerintahan Ottoman. Revolt yang dilancar oleh penguasa Saudi pimpinan Amir Saudi, Sherif Hussein bin Ali. Pemusnahan Hejaz Railway turut dibantu sama oleh pasukan askar Perancis.
