to mark the 125th anniversary of the UPU

Not sure why the UPU symbol was partially obscured by the three emblems of the Arab Postal Union, the Pan-African Postal Union and the Saudi Arabia Post Office, unless religious constraint on the depiction of living things was being applied strictly.

Then a single stamp issued 26 October 1999, for the 125th anniversary (no constraints applied, apparently)
